With an entire stations resources and security personnel at his command, Nigel could have had them vaporized at any time.
I don’t know if we can say he has the entire station’s resources at his disposal. It doesn’t appear that he owns or runs the entire station, just that he’s leasing office space there. Sure, he may be a high-paying tenant, but that probably doesn’t buy you the right to order public vaporizations of random citizens. Station Management considers that sort of thing bad for overall business. Besides, if he were really that influential, he’d have a much bigger office. I think it’s the top hat and monocle that make him seem more influential than he probably is. In which case, I probably should start wearing a top hat and monocle myself, I guess.
Appearances could be deceiving. Whole thing could be his or he could just be another tenant. Either way, he’s important enough that if he needs to vaporize a couple people, it’s going to happen.
I am sure disintegrations are considered excessive when dealing with aggressors, but perfectly fine for disposing of bodies. Can’t let rotting corpses stick around to potentially spread disease.
Most places outlaw them due to the ramifications of such things being widely available. Not to say they aren’t out there if you look hard enough and you have the money to acquire them.
