If it’s in there it must be in some of the additions. They may change their names latter on when they become more evil. Hard to take evil overlords seriously with names like Tom, Francis, Gary, Lenard, Carl, Clarence or evil mistresses named Stephanie, Tiffany, Bridgett, Susan. I think I made my point. It is a good way to disguise yourself until the time is right though.
It only ever works once per name, though. For example, up until the 1930’s, “Adolf” was probably one of those names you’d have listed as just a regular average name..
You’d have to, right? I think they’d tend to adopt an “evil name”. Like they become Lord Kill or whatever once they make the shift. No way you can stick with being Evil John or whatever.

And you can’t subjugate the Galaxy as “Darth Annie”, because your victims would be too busy laughing.
